Got to be your firewall. My guess is that your Domino server is going through a separate SMTP box and only the SMTP box has rights to "go out" to the internet. If that's the case, (big guess) if your SMTP box is running Domino, you could enable blacklist lookup on that box instead of your main mail server. If you are not running SMTP through a separate box, then it's sounds like purely a firewall issue blocking your mail server from getting to the blacklist server. (unfortunately, I don't know which TCP/IP "port" that uses).
We have used both sbl.spamhaus.org and bl.spamcop.net. The latter seems to stop more (e.g., is more restrictive) but I had a case yesterday where it was blocking a legitimate customer and had to switch to spamhaus to allow their mail in. The customer later was able to get removed from the spamcop list.
